I need help getting my cat out of a shelter. please!?

My Mom took my cat and moved, she can't have the cat where she lives and I can't either because of where I live ( long story but I have had him since he was a baby :( ) my mom put him in this shelter that takes care of cats but my mom hasn't found a house yet. And the shelter bill is like $400 but we don't have the money right now. Help:(
