My mom acts like she wants a dog, but then says no?

Okay, so I asked my mom if I could get a cockapoo puppy, if I paid for it myself, bought everything and took care of it, since I have a job. We already have 2 dogs so she said no. I kept bringing it up and even though she said no, I looked for a puppy in our area and asked if she would take me to the animal shelter to see if they have any, just to look. She said they were closed today but she would take me tomorrow. Another thing is my friend Erin has a cockapoo puppy, and I showed my mom a picture of it and her face lit up and she smiled and she said it was cute. Then tonight, I finally found a cockapoo dog in a shelter and I showed it to her, and I was like "its only in lisbon, its not that far from here". She responded with "oh well I dont think its gonna be able to walk over here". Meaning, that she wasnt going to get it. She also told me to check the papers to see if theres any for sale. But why would she tell me to look, if all shes going to do is say no? She even offered to drive me to the shelter...
